The zoo said in a statement that they were born in the early hours of Wednesday morning, adding that the sex of the couple has not been confirmed.
The director of the zoo, Fukuda, said that the birth of the twins was the first time for a facility in Ueno.
Spokesperson Naoya Ohashi said at a later press conference that one of the babies weighing 124 grams was placed in an incubator.
When giant pandas give birth to twins, they usually only raise one, “so we will make sure that the female panda breastfeeds one of them while we keep the other in the incubator,” Ohashi said.
