The data will be owned by key institutions, but will also be available through an ecosystem of trusted partners, such as the Alan Turing Institute.

SSE provides multi-layered simulations of cities, regions, or countries, including high-quality mapping and information about critical national infrastructure, such as electricity, water, transportation networks, and telecommunications. This can then be overlaid with other information, such as smart city data, information about military deployments, or data gathered from social listening. From this, models can be built that detail the response of a region or city to a specific event: disaster, epidemic, or cyber attack, or a combination of such events organized by an enemy of the state.

Defense synthetics are not a new concept. However, previous solutions were built in a self-contained manner, limiting reuse, longevity, choice, and — crucially — the speed of insight needed to effectively address grey-area threats.

National security officials will be able to use SSE to identify threats early, better understand them, explore their response options, and analyze the likely consequences of different actions. They can even use them to train, rehearse and implement their plans. By running thousands of simulated futures, senior leaders will be able to solve complex problems, refine policies and complex programs in the virtual world, and then implement them in the real world.

A key question that will only grow in importance in 2022 is how countries can best protect their populations and supply chains from severe weather events brought on by climate change. SSE will be able to help answer this question by integrating regional infrastructure, network, road and population data with weather models to understand how and when events occur.
