Shah Mehmood Qureshi said that the bill passed by Parliament last week aimed to bring Pakistani law into compliance with the orders of the International Court of Justice.

“The steps we have taken are to comply with the orders and recommendations of the International Court of Justice.”
Qureshi’s comments came after a heated debate on the bill in Parliament on Thursday. Both the Treasury Department and the opposition party accused the other party of incompetence in handling the case.
Jadhav was arrested by Pakistani security forces in March 2016, and is convicted A year later, the military court was prosecuted for espionage and assisting armed groups in launching attacks on Pakistani territory.
When he was arrested, the military released a video in which Jadaf appeared to admit that he had run a network of secret agents to launch an attack in Balochistan province in southwestern Pakistan.
In July 2019, after India submitted its petition, the International Court of Justice ordered Pakistan to allow Jadhav to have full and unhindered consular contact with Indian officials, but rejected India’s request to dismiss his conviction.
The court also ordered that Jadaf be given the right to review and reconsider his conviction in a civil court.
A bill passed by the lower house of Pakistan’s parliament on Thursday gives foreign citizens convicted by Pakistan’s military court the right to appeal to the high court and to submit petitions seeking consular visits.
So far, the Indian government has not commented on the passage of the bill, and the bill must be passed by the upper house of parliament before it becomes law.
In August 2020, the Indian Ministry of Foreign Affairs stated that New Delhi had requested Pakistan Allow Indian lawyers to represent Jadhav In his appeal.
On Sunday, Qureshi defended the bill saying: “India hopes [Jadhav] Can’t get consular access rights and drag Pakistan back to the International Court of Justice on this ground,” he said.
“This is what India wants. I hope our opposition members will not misunderstand and understand India’s plan.”
The Indian Ministry of Foreign Affairs has not yet commented on Qureshi’s allegations.
